Board of Director Meeting Minutes

May 26, 2026

 

Chairman Argyelan called the regular monthly River Valley Metro Board of Directors meeting to order at 8:00 AM.

 

Attending Board Members:  Chairman Mark Argyelan, Vice-Chairman Jerry Pearce, Secretary Nick Allen, Treasurer Ron Jackson, Board Members David Hinderliter, and Ryan Nugent.

 

Members Absent:  Kenny Blake

 

Staff Members Present: Managing Director Siron Sims, COO Ken Munjoy, Director of Administration Mandy Taylor, Assistant Director of Administration Bri Whybrew, Director of Facilities Tim Goodman, Project Manager Cortney Koning, MPO Tobe Fulford.

 

Others Present: WDU G.M. Rod Kimbrough, WDU Interim G.M. Malcom Williams

Consent Agenda: David Hinderliter made a motion to approve the consent agenda. Nick Allen seconded the motion. A roll call vote was taken of those in attendance, with all in favor. Consent agenda approved.

 

Communications:

Chairman’s Report: Mark Argyelan

Rep. Jackson will visit us sometime in the next 2 months.

 

Managing Director’s Report: Siron Sims

Former Kankakee Mayor Chasity Wells-Armstrong has contacted us via email demanding that her name be added to the Commemoration Plaque at the Kankakee Metro Centre. We do not plan to comply, as this plaque lists only people who were in their positions at the time of the opening and she was no longer in office at that time.

 

Operations Report:  Rod Kimbrough/Ken Munjoy

Rod Kimbrough announced that Malcom Williams in the WDU Interim G.M.

WDU also has a new Regional Vice-President and are working on a Train the Trainer program. We have 47 full time and 6 part time drivers.

 

Ken Munjoy reported that April ridership this year was 52,282, compared to 49,310 last year. FY year-to-date rides are down 2.1 % from last year.

 

CCS and Transit Officers transported 24 people in April.

In the previous 4 weeks, we had a total of 6 complaints, 1 of which was valid.

 

Board Report:

David Hinderliter asked about our recovery from the March 10 tornado/hailstorm. Four shelters have been repaired. Broken glass has been replaced on all buses except one that has an additional mechanical issue that Is not storm related.

 

Mark Argyelan asked about the effect of higher fuel costs. While this does have a significant effect on our operating costs, we budget with the assumption of high fuel costs.

 

New Business

IDOT Site Visit

We had a good visit from the new Section Chief and Bureau Chief. We now have a clearer understanding of recent revisions. They asked about future plans and we discussed the possibility of hydrogen powered buses and the challenges of not having enough real estate to do this properly.

 

Old Business

Planning Study

We have a Zoom meeting with the Via team every two weeks. During the last meeting, changes were made to the upcoming operator survey to make it focused on service.

 

The Technical Advisory Committee has been formed and will meet in June. We are pleased with the work that Via is doing.
